A further, significant step towards the practical normalisation of access cut-offs to foreign services
A threat frequently invoked in recent months, the kill switch and its impacts on European strategic autonomy are no longer a hypothesis. Whilst this concrete risk had already been illustrated in a targeted and more silent manner in the past, the restrictions imposed on these two frontier models mark a further, significant, and unprecedented step towards the practical normalisation of this risk.
This brutal episode poses a serious threat to open-source AI accessible to the greatest number
We are potentially witnessing a paradigm shift: the move from AI perceived as a mass-market commodity to AI as a scarce resource, controlled and mastered by a handful of actors.
In parallel, the resurgence of the ‘existential risk’ narrative serves to justify the locking down of the most advanced models. This stance contributes to limiting competition and restricting open innovation.
The ongoing trend against open-source raises critical questions. It undermines our ability to independently audit models and to access training data, as well as our recourse to essential tools for combating, for instance, the risks weighing on minors online.
A pivotal moment for Europe
For Europe, action must encompass the entire value chain:
- At the public policy level : French and European responses must crystallise around both supply and demand in order to foster scaling up, to articulate private and public ecosystems, and to shape a genuine European market.
- Regarding the technical layers : Europe must imperatively possess sufficient compute power to develop European alternatives, ensuring that it is not channeled solely towards American actors.
- On the question of talent : The situation may represent a momentum for Europe, which must seize the opportunity to attract engineers based beyond our borders.
- On model development : France and Europe must build their own scalable capabilities in frontier AI research, in order to limit as swiftly as possible their vulnerabilities, once again brought to light by this unilateral decision of the US authorities.
