The AI and Digital Council
The French AI and Digital Council is an independent body under the authority of the Minister Delegate for Artificial Intelligence and Digital Affairs. Its mission is to examine all issues related to the development of digital technology and artificial intelligence, as well as their impact on society, the economy, and territories.
The Council is governed by a decree of December 8, 2017, amended by a decree of September 4, 2025. The members were appointed by order of September 8, 2025.
Missions
The mission of the French AI and Digital Council is to examine all issues related to the development of digital technology and artificial intelligence, and their impact on society, the economy, and territories. It is responsible for:
- Providing information and advice to guide the Government's decisions regarding digital technology and artificial intelligence, and contributing to public debate;
- Contributing to the development of France's positions at European and international levels;
- Formulating opinions and recommendations with complete independence.
It is placed under the authority of the Minister Delegate for Artificial Intelligence and Digital Affairs.
To pursue its missions, the Council regularly consults public authorities, elected officials, the economic, associative, and academic sectors, as well as civil society. It may contribute to the orientation of consultations at European, national, and territorial levels with public authorities, elected officials, the economic, associative, and academic sectors, and civil society.
It may be consulted by the Government on any draft legislative or regulatory provision in the digital field.
It may be referred to for an opinion by the Prime Minister, by the Minister Delegate for Artificial Intelligence and Digital Affairs and, where appropriate, jointly with other ministers concerned, or by the majority of its members on any digital-related issue within its scope of competence. In this context, it may be entrusted with missions of foresight, expertise, study, and consultation.
The Council publishes its statement of intent for the 2025-2027 term.
Composition
The Council consists of 2 co-chairs and 15 members, including:
- 3 representatives from the Economic, Social and Environmental Council, the Council of Economic Analysis, and the National Digital Ethics Advisory Committee;
- 8 experts from the economic, academic, public sectors, or from civil society;
- 2 members of the National Assembly and 2 members of the Senate designated respectively by the presidency of the National Assembly and the Senate.
The co-chairs and members appointed by decree of the Prime Minister serve a two-year term, renewable once. They perform their duties on a voluntary and unpaid basis.

Operations

The Council meets at least three times a year and as often as necessary.

It adopts internal rules of procedure and may set up working groups extended to external personalities.

It establishes an annual working program, updated each year, in connection with the Minister's orientations and public proposals.

An annual activity report is sent to the President of the Republic, the Prime Minister, and the Minister Delegate for Artificial Intelligence and Digital Affairs.
To carry out its missions, the Council relies on its permanent team (General secretariat) hosted by the Directorate General for Enterprises.
