The AI and Digital Council Publishes its Statement of Intent for 2025-2027

Recognising the inherently ambivalent nature of digital technologies, the Council's 2025-2027 term seeks to strike the right balance, maximizing the opportunities they bring while mitigating the risks these transformations entail.
An institution dedicated to informing public debate and public decision-making
Over the coming months, France and EU's choices on digital technology and AI will be closely scrutinised. Convinced that technological decisions are deeply political and societal, the Council will work to put forward concrete, practical proposals to guide upcoming choices in an open and democratic manner.
This ambition is addressed to all stakeholders:
- to public decision-makers, who must make swift, well-informed choices while reconciling technological progress with the defense of French and European democratic values;
- to citizens, who must feel both involved and protected;
- and to businesses, which must be supported and given the tools they need to maintain their independence.
For its current term (2025/2027), the Council will structure its working programme around three complementary goals:
- Analysing the economic and social changes brought about by digital technology and AI: shifts in work and the labour market, digital sovereignty, French and European competitiveness, and more.
- Addressing the societal concerns raised by these technologies: the transformation of education, upheavals in the information landscape, the attention economy, and more.
- Promoting an inclusive, sustainable, and protective digital ecosystem: the protection of minors online, digital inclusion, the environmental impact of digital technology and AI, and more.
A resolutely open and collaborative approach
The French AI and Digital Council stays committed to its core methodology – built on openness and collaboration – in which dialogue is central, guided above all by the goal of helping as many people as possible understand what is at stake.
